The owner of the licence can assign it to another person.
To assign a licence to another user you should be the owner of the licence.
Go to My licences menu
Click on the licence that you want to assign. You will access the licence details.
Click on the Change licence assignation link and introduce the email of the person that you want to assign the licence.
